Toward an optimal U.S. ethanol fuel subsidy

چکیده
Enhanced environmental quality, fuel security, and economic development along with reduced prices of ethanol–gasoline blends are often used as justifications for the U.S. federal excise tax exemption on ethanol fuels. However, the possible effect of increased overall consumption of fuel in response to lower total price, mitigating the environmental and fuel security benefits, are generally not considered. Taking this price response into account, the optimal U.S. ethanol subsidy is derived. Estimated values of the optimal subsidy reveal that the subsidy's environmental and security benefits are questionable. However, positive environmental and security benefits from the ethanol tax-exemption subsidy may be obtained if the subsidy is combined with an increase in the excise tax on gasoline. © 2007 Elsevier B.V. The Socially Optimal Import Tariff and Tax Credit for Ethanol with Farm Subsidies
We determine how the U.S. ethanol tax credit and import tariff affect the corn-ethanol-gasoline markets and how farm subsidies interact with these policies. We show how the ethanol tax credit and import tariff each uniquely affect the ethanol and gasoline prices. The ethanol import tariff alone increases the terms of trade in ethanol imports and corn exports, but decreases the terms of trade in...
متن کاملBattery Sizing for Plug-in Hybrid Electric Vehicles in Beijing: A TCO Model Based Analysis
This paper proposes a total cost of ownership (TCO) model for battery sizing of plug-in hybrid electric vehicles (PHEVs). The proposed systematic TCO model innovatively integrates the Beijing driving database and optimal PHEV energy management strategies developed earlier. The TCO, including battery, fuel, electricity, and salvage costs, is calculated in yearly cash flows. The salvage cost, bas...
متن کاملComparison of Fixed Versus Variable Biofuels Incentives
We evaluated several variants of a variable biofuel subsidy and compared them with the fixed subsidy and Renewable Fuel Standard. We used two different modeling approaches. First we used a partial equilibrium model encompassing crude oil, gasoline, ethanol, corn, and ethanol by-products. Second, we used a stochastic simulation model of a prototypical ethanol plant. From the partial equilibrium ...
متن کاملEthanol production: energy, economic, and environmental losses.
The prime focus of ethanol production from corn is to replace the imported oil used in American vehicles, without expending more fossil energy in ethanol production than is produced as ethanol energy. In a thorough and up-to-date evaluation of all the fossil energy costs of ethanol production from corn, every step in the production and conversion process must be included. In this study, 14 ener...
متن کاملThe Impact of Fuel Subsidy Targeting in Iran Using a CGE Model
Despite the implementation of the first phase of fuel subsidy targeting in December 2010, there are still debates over the economic impact of this project in Iran. A CGE model is used to analyze the impact of fuel subsidy targeting in Iran in four different scenarios. The data are used in the framework of SAM for the year 2001. In all scenarios, indirect subsidies are removed completely and rep...
